           An Open Letter of the Organizing Committe
       of the  Conference of scientists and politicians
    to all the Goverments and International organizations.
                               
      An  international  Symposium  on  surviving  problems  of
Mankind and cooperation with other civilizations took place  in
Perm, Russia, in August, 12 through 17, 1996. The Symposium was
organized  by  the  Ural Rerich Foundation, the  “Komsomolskaya
Pravda”  newspaper, City UFO Society with the financial support
of Perm Region Administration, Joint-Stock Company “Permturist”
and Perm Oil Refining Company “PermNefteOrgSyntez”.
     As  one  of the result of the Symposium there was composed
an  Appeal  to  Coalition of Civilisations with a  proposal  to
consider  Mankind of the Earth joining the Coalition (the  text
of  the  Appeal  was published in the newspapers “Komsomolskaya
Pravda”,  “Trade Union Courier”, “Local Time” and was read  out
on “Rifey” TV program).
     After the Appeal had been published a Representative of an
extraterrestrial  civilization  met  the  Organizing  Committee
members  and  advised Mankind to get rid  of  the  thoughts  of
joining  the  Coalition because, he explained, we do  not  even
imagine  the  true  state of affairs. The Organizing  Committee
does  not deny this fact since the conditions of misinformation
imposing  and  supporting  the  negative  relationship  to  the
problem  of  other  civilizations existence  do  not  allow  to
realize the trueth or to come to a right conclusion.
     We  consider  it  essential to state that  the  Organizing
Committee  will not conduct any secret negotiations dehind  the
Mankind’s back and all the receiving information will be widely
published.  Understanding the present day difficult  situation,
when  Governments are fully under another-planet  civilizations
control  and there is absolute ignorance of population in  this
question,   the   Organizing  Committee   invites   scientists,
representatives  of  all  existing Governments,  nonprofit  and
international movements on the Earth to form a working organ to
be  authorized  to conduct negotiations with the  Coalition  on
behalf of Mankind. The Governments that trust the Conference to
make decisions may not send their representatives.
     Mankind,  being a united organism, may split because  some
members  of  nowadays governments devote their energies  trying
hard  and  preparing  their nations for joining  some  separate
Federations of Civilization. Now there may be rised a  question
only about the opportunity for Mankind to get admission to join
the Coalition. The positive answer will help us in two thing at
least: 1) free the Earth States of another-planet civilizations
control;  2) allow to stop the experiments on people that  have
being conducted by some of the other planet civilisations.
     As  for  Mankind  joining any separate  civilization,  the
question  should be put aside until Mankind form a true  notion
of  what  the  Coalition  is  and what  all  the  other  planet
civilizations in contact with the Mankind are.
    This Symposium began it’s work on January 26, 1997.
