            International Symposium
       "Molebka - 96".
       
I Organization and participants of the symposium.

1. The realization of the symposium was organized in 2
forms:

·    Plenary and section sessions in Perm (12 - 13,  August
 1996)
·    Field intersectional researches and discussiona (14 -
 18, August 1996)

2.  Actual  level of the symposium was Russian. The  foreign
reaction  to the invitations was displayed only in the  form
of consent on participation in the symposium. The absence of
the  foreign  representatives, in opinion of the organizers,
is   connected  to  compressed  terms  of  organization  and
realization of the symposium (including weather restrictions
for  the   field researches in the Perm zone of the  Molebka
village).  It  is  also  necessary  to  take  into   account
realization  of  two similar conferences in 1996  in  Moscow
(MVTU) and S. Petersburg.

The  participants  of  the symposium,  in  particular  -  on
personal  contacts,  were  the  representatives  of  cities:
Moscow,   S.  Petersburg,  Samara,  Rostov,  Perm,   Kungur,
Yekaterinburg, Jezkazgan, Omsk, Surgut, Novosibirsk,  Tomsk.
Four   last  cities  actually  represented  "  the  Siberian
agreement ".

3. The conducting and allocated participants of the
symposium:
·    V.N. Voltchenko - the president of the Russian
 committee on Energoinformative exchanges in Nature, Doctor
 of  Science, MVTU, Moscow;
·    S. I. Poddubny - academician - secretary of
International Academy of Energoinformative  sciences,
director of R&D insitute "Nookosmologia", Moscow;
·    M.L. Popovitch - president of  "Konverse-Avia" airline,
employee ÈÒÔ (laboratory of UFO and paranormal activities),
engineer - colonel, Deserved Test-Pilot of Russia, Moscow;
·    Y.A. Belikov - correspondent of "Komsomolyskaya
 Pravda";
·    A.A. Soloviev - Doctor of Science, p.o. 3764, Omsk,
(graduate of  FTF TPU);
·    G.D. Polyanina - Doctor of Science., chief of  the
"Human ecology" labaratory, Perm;
·    L.V. Rodenko - chief of the “Cosmolog” school, Surgut;
·    V.Y. Rogozhkin - director of R&D Center "ENIO", Rostov;
·    E.F. Batchurin - discoverer and researcher of the Perm
M-Zone of  the Molebka village;

INTERNET;

4.  Media  (the press, radio, TV) worked from  a  number  of
cities,  including:   Jeskazgan, Ekaterinburg,  Novosibirsk,
Samara,  Perm.  Moscow, in  particular, was  represented  by
correspondent of "Komsomolskaya Pravda" in Perm Y.  Belikov.
Listed - from personal estimations and contacts.

5. On the basis of the list of the participants and personal
estimations it is possible to consider that the most  active
cities  -  participants of a symposium were:  Perm,  Moscow,
Omsk,    Tomsk,   Surgut,   Rostov,   Samara,   Novosibirsk,
Yekaterinburg, Jeskazgan.

6.  Plenary and the section sessions had usual character for
scientific conferences. The peculiarities of the conference,
in  relation to usual conferences, were methods,  statements
and aspects, including  religious ones, which frequently  on
a terminology concern to "alien".
So  the  classification  of  energoinformative  phenomenons,
types  and  kinds of levels (astral, mental and  etc.)  were
working concepts and terminology of the participants of  the
symposium.

7.  Number of the participants of the plenary session on  12
of  August was up to 500 persons. On section sessions on  12
of  August  (at  participation up to 100 -150  listeners  on
each) three problems were examined:

·    "Global crisis of Civilization and ways of its
 prevention ";
·    "Noospheric and cosmic processes, their influence on
Mankind and feedback ";
·    "Influence of a UFO phenomenon on Mankind, ways and
forms of co-operation with other civilizations".

On  the 13 of August all the plenary and the section reports
were  carried  out  in  one  hall  at  the  number  of   the
participants of the symposium up to 450 persons. The  number
of  the  participants during the external sessions in Kungur
and  in  the region of Molebka village was up to 70  persons
(depending on a kind and form of a measure or work).

8.  Spectrum  of  the participants of the symposium  -  from
"believers"  and actively propagandizing on the faith  basis
extrasensor  and  other phenomenons,  to the  skeptical  and
usual  scientific  researchers.  To  participation  in   the
symposium  also  the  representatives of  several  religious
comfession were invited.

II Results.

1.   On  the  basis  of  the  information  about  "Readings,
Symposiums,  Conferences  ",  conducted  only  in  1996,  in
various  cities  of  Russia  (in  particular  in  MTVU,   S.
Petersburg, Tomsk, Perm), and also:

·    On the basis of materials from foreign sources,
·    On the basis of  historical development of  research
 matter (including: works of  Balavatskaya, letters of
 Makhatm, works of the Rerikhs, essence of  the “Agni Yogi”
 material, western publications in this direction starting
 from 1925, the UFO phenomenons from 1947, development of
 ideas of  the Rerikh movement up to 1996, observable
 spectrum of energoinformative displays, Russian contact
 receptions by the "PSItech" methods from 1989 to 1996 and
 etc.)
·    And on the basis of types both character of the
 phenomena and objects of research it is possible to consider
 that the problem of synthesis of a science and religion has
 reached the required level of systematic-scientific study.

2.  At  the moment this synthesis, in particular - including
energoinformative  phenomenons and spin-torsion fields,  has
passed from a stage of  individual researches into the  area
of   organized   modern  technical  and  ñèñòåìíî-scientific
researches.

2.1  The  example  could  be  served  with  a  spectrum   of
directions,  themes  and results of work  for  a  number  of
organizations  of  Moscow: in MVTU (including  creation  and
work  of   "Russian committee on energoinformative exchanges
in  Nature  "),  in  "Nookosmologia" and  in  "International
Academy of  energoinformative Sciences", and also in Russian
Space Agency, in International institute of theoretical  and
applied  physics of Russian Academy of natural sciences  and
in   Interbranch  technological  centre  of  venchur,   non-
traditional technologies.

2.2  Spin-torsion interactions are possible to  consider  as
bench-marking  point  of interrelation  of  usual  (but  not
traditional)  scientific direction  and  unifying  religious
direction which follows from development of the doctrines of
Ìàchàtm, Blavatskaya, Rerikhs and their followers.

3.  Extrabasic, basic and bench-marking rules for religions,
basis  of  ancient knowledge and religions, for the Messages
of  Machatm,  the doctrines of "Agni Yogi" (including  their
modern   development),  and  also  for  results  of  private
researches by the  "PSITECH" methods - in a significant part
are  displayed  as  the working terms for  this  united  and
uniting   systematic-spiritual   direction.   Interconnected
systematic-scientific  and  systematic-spiritual  directions
will  form  general metasystem. Latter is displayed  in  the
various forms and in various regions of Russia, and  in  the
countries of the world. Generally  this metasystems  can  be
estimated  (defined) as the form of scientific  -  spiritual
system.

4. Spectrum of display of kinds and levels of sources of the
information  or  phenomena  and phenomena  has  (in  initial
spatial  approach)  a  maximum  on  the  importance  of  the
information in area " of the Siberian agreement  ".  We  can
follow  further  (probably  - according  to   usual  initial
analytical approach ) expotential recession before  standard
technical and technological contacts (up to the contacts  of
III  degree)  in  a  number  of  regions  of  the  West.  In
particular  it can be seen from publications  from  USA  and
from other countries on UFO.

5.  The  Moscow spectrum of directions covers wide  area  of
problems  and questions on themes of the symposium  that  in
particular follows from the set forth above names of  Moscow
organizations.  For  an extended estimation  of  the  Moscow
spectrum  it  is necessary in addition to take into  account
area of interests and character of activity of International
Rerikhs  Centre. It is possible to note, that  arrived  "The
Message  to  the participants of a conference" to management
of  this centre (during the International conference of  the
Rerikhs  movement, Moscow, 17-20, September  1995)  gives  a
very  reasonable and critical estimation of  lacks  of  this
movement  and  directions connected to it. Style,  character
and essense of "The Message" are similar to materials of  Y.
Rerikh

5.1  Separately it is necessary to note one of areas of work
in  famous  institutes  - in MVTU  and  in  ITF  -  area  of
formation   and   development  of  a  new   scientific   and
technological   direction  on  the  basis  of   spin-torsion
interaction. The peculiarities of this interaction have some
bench-marking  points,  which will  be  coordinated  with  a
number  of rules earlier mentioned in the synthetic doctrine
"Agni  Yogi"  and in its follower - "Kalagia". These  bench-
marking  rules have conformity  with some aspects   of  "The
message".
Which  were  accepted in the «PSItech»  method   in  1989  -
1992ã, in some regions of Western Siberia and Altai.

5.2  In  the  plan of practical realization of  spin-torsion
interaction  properties, in particular - as of a  source  of
energy, the results received in Moscow outstrip foreign work
about for 25 years (agrees of estimations of the authors  of
these  work). One of results of work - the torsion generator
is planned to direct on  Mars in 1997 during flight to it of
automatic Russian-American space ship.

It  is  considered, that the experiments with this generator
will  give  experimental confirmation and "legalization"  of
this new (fifth) kind of interactions, its rules and further
consequences.

5.3  Presence  in  the  ITF of the  laboratory  of  UFO  and
Paranormal  phenomenons  -  one more  characteristics  of  a
Moscow  direction of scientific researches in a spectrum  of
modern   questions   and  theme  of  the   symposium.   This
peculiarity  becomes clear and evident after two  statements
by   Ì.  Popovitch  about reported UFOs in our  country  and
abroad,  and  also from estimations of their  technical  and
constructive  differences. In view of work  on  spin-torsion
interaction, the study of the UFOs designs, according to  M.
Popovitch, becomes a possible technical task. The latter, in
particular  follows from the publication  in  "Komsomolskaya
Pravda" from 15 August 1996.

6.  In  the  Perm  researches and  results  of  work  it  is
necessary to note three base directions (besides a number of
others)   -   direction   of  study  of   energo-informative
structures  (including technical aspects), contacts  on  the
«PSItech» method with rather high levels of  Space Hierarchy
and  direction of work in theosophy. The work  in  the  last
direction  is the work in a well known direction,  generated
by  Balavatskays, the Rerikhs (Makhatams) and their  further
followers.

6.1  These  three  directions will  form  rather  connected,
active   and  efficient  Ural  centre,  have  good  regional
reputation  in  the  media  .  Specified  corresponds   with
peculiarity  of  Perm - with fantastic  cleanliness  of  its
psycoshpere that was mentioned on the plenary session by one
of  presiding (from MVTU). Everything as a whole  determines
the  powerful, interconnected, energoinformative complex  of
Perm and its Ural Rerikhs Fund. Nessecary, probably, to note
in  addition - a positive estimation of personal supervision
and mutual relations practically with all representatives of
Perm.

6.2  Besides  specified above - in Perm was established  the
Russian  UFO Research Station (RUFORS). Access to  materials
of  station  and interexchange with it is done  through  the
INTERNET.  Its conducting employee, actively using  standard
and  new  computer technologies, benefitaly cooperates  with
Russian   and   with   western   (including   the   american
correspondents)  on  a  spectrum of UFO  problems.  In  this
spectrum joins an estimation of character of interaction  of
West with technically advanced civilizations, but which have
conditionally   a   low  level  of  social   and   spiritual
development.  So for example "AWARENESS. GOOD And  BAD  BOYS
FROM  SPACE"  (San-Francisco  -  Perm  1996).  The  set   of
materials  received  by him is in good conformity  with  our
materials and with those received from Surgut.

6.3  On the basis of the whole complex of materials (as a
 whole) two rules, in addition prove to be true:

·    Rule about a long stage of interaction,
·    Rule about arising to the present moment of time
 crisis, at the present stage interactions (on the basis of
 contacts of "III degree") for a number of structures in the
 USA with some representatives of  alien civilizations.

According to the analysis of materials latter have a  rather
advanced  technological level at an also relative low  level
of  social  and spiritual development. The second  confirmed
rule is thewarning which was received from Highest Levels of
Space  hierarchy by the «PSItech» method  and which received
in  several  regions  of Russia and  in  various  time:  the
warning  about  primaturity of «III degree»  contacts   with
representatives  of alien civilization  from  UFOs.  On  the
basis of the spent analysis and from joint discussions  with
a  number of the Perm researchers, the assumption about two,
in particular, reasons of this warning is formed:

First  -  because  of  the stress effect  of  influence  on
consumer consciousness of an individual by a number of  the
especial characteristics of the representatives: their high
target  vital installations (functions), high  moral  bases
and   advanced  technologies  for  highly  developed  alien
civilizaton.
Second  -  because  of an opportunity of  contact  with  the
representatives  of alien civilizations  which  have  a  low
level  of social and spiritual development. This their level
can  result, probably, mutual relation in the forms  of  the
usual  conflicts  and aggression and, also is  probable,  to
activization  of  frequency  and  forms  of  contacts.  More
"thoughtful" third reason is in a stage of the analysis. Its
system  scientific  - spiritual substantiation  surpasses  a
level  of  themes  discussed  in  Perm,  but  it  does   not
contradict  rules  of  religion,  neither  system-scientific
approach,  nor  achieved  technical  results  and  is   easy
forecasted consequences of these achievement.

7.  Offer  on  joint work of Perm, Tomsk and correspondents
from USA, in the frameworks of RUFORS, on the UFO theme  is
received.

8.  The  high levels of sources of the external information,
accepted by contactors on the «PSItech» method  are observed
for  Novosibirsk,  Altai, Perm, Surgut, Omsk,  Caucas,  Ust-
Ilimsk,  Tomsk.  "Contactors " from these places  will  form
similar, on character of the information, informal group and
are  the  actual  and implicit participants  of  the  common
program  as  "The Project of  USSR (Union - commonwealth  of
superreasons)".

9.  The  researches in the zone of Malebka village have  not
allocated any visual with energoinformative forms and kinds.
Under  the statements (in the morning of 16 August  by   two
contactors  from Western Siberia, working by  the  «PSItech»
method)  in the area of the camp in the night from 15 to  16
of  August, from the main space transport mean was  directed
an  automatic module. By their comments - this module  at  a
stage  of  initial  sharp  lowering  and  improvement  of  a
trajectory on Molebka has sufferred failure in the  area  of
Novosibirsk.  Reliability  of  this  information  from   the
contactors might be accepted at the present moment as  50:50
(according   to   conditions  of  the  objective   unbiassed
approach).  With  the  help of the employee  of  Academy  of
Science, Novosibirsk, the conditions and the results of this
uncertain  contact  in  the zone  of  the  Malebka  village,
carried  out  and  received  by  the  «PSItech»  method  are
submitted on examination. Presence of the Moscow participant
of   the  symposium  at  this  "failed"  contact  assume  an
opportunity of other, including a second expert  check.  The
presence of the media representatives among the participants
of  field  researches,  including from  Novosibirsk  assumes
other various forms of check of the information submitted by
contactors.

10.  Further  work with "Siberian" contactors who  uses  the
«PSItech»  method deserves additional attention.  This  work
assumes  the further analysis and check of their information
on  reliability,  and  also estimation  of  a  reality  both
opportunity  of realization of their statements and  offers.
In  particular three offers on the study of three  kinds  of
means   for  communication  with  alien  civilizations   are
available  already. For one of the representatives  of  "the
Siberian  agreement"  the question  on  particular  creation
(organization and realization) of technical connection  with
alien civilizations functioning in Western Siberia, was  the
basic  working  question  during  his  constant  and  active
interaction with the various participants of the  symposium.
Initiation   of   this  connection  (from  words   of   this
representative) occurs from alien civilizations which at the
moment carries out contact only by the «PSItech» method.

11.  On  the  basis of the whole complex of work, researches
and  discussions  which participants have  displayed  during
realization  of  the symposium "Molebka - 96",  decision  on
realization  in  November - December 1996 of  an  even  more
extended  conference  (simposium)  was  accepted.  To   this
conference   it   is   offered   to   invite   besides   the
representatives   of   a  science,  religious   confessions,
researchers  of energoinformative and similar  phenomena  as
well  as politicians. One of the basis of the invitation  of
the  latter is, in particular, necessity of acquainting them
with  a  spectrum of new problems, which already have arisen
and will arise in future at obvious and evident contacts  of
«  III  degree»  with  alien  civilizations.  It  should  be
expected that the greater level of these problems will occur
in   case  of  contact  to  the  Highest  Levels  of   Space
Hierarchies.  An  offer from the chief  of  the  Ural  Fund,
conducting  organizer of the symposium  «Molebka  -  96»  is
received  recommending  to  accept  participation  in   this
planned Conference.

III.      Conclusions.

1.  The  problem  of  an estimation of contacts  with  alien
nations,  their  kinds,  form and  consequences  from  these
contacts  has passed from the level of periodic publications
with heading "improbable" and similar discussions on a level
of standard scientific and system discussion.

2.  Dynamic  system of character and kinds of contacts  from
1880  to  1996.  (fig. 3), and also drawing of  pyramids  of
connections  and  influence from  various  Levels  of  Space
Hierarchy (rice 8) submitted (as the materials of the thesis
of  the  report from Tomsk)  at the symposium, are  in  good
conformity with other materials of  the  symposium and  with
results of  carried out separate discussions.

3.  As the result of discussion, at the symposium, of  forms
of  contacts  and  kinds of their display  a  conclusion  is
reached on necessity of review of our basic  world - outlook
and philosophical rules.

4.  The  estimation and analysis of separate scientific  and
spiritual  aspects,  complemented by an estimation  and  the
analysis  of  their  mutual  connections  bring  us  to  the
beginning  of  formation of uniform scientific  -  spiritual
system.

5.  The  practical results on the basis of this  system  are
displayed  at  the  moment already at a level  of  technical
designs and non-traditional technologies.

6.  The  stage of formation of scientific - spiritual system
and  analysis of consequences which can follow from  it  are
translated  by the new prepared conference on the  level  of
political analysis and estimations of interaction of mankind
with space Hierarchy.
